Hi all,

I'm new to Wordpress but a seasoned php, html, javascript developer. I've been through the documentation and got my head round most of the key functionality but I'm looking for a bit of advice about what strategy to take to build a simple, dynamic, people ratings site.

In short, this is what I need the site to do:

A home page is needed with a form allowing a user to enter the name of a person and a few details and submit to a new page with another form asking for more details, a star rating and a comments section.
On submission this should write the details to a database table.
Then there needs to be a page to browse and search through these rating and perhaps a interim step allowing an admin to moderate the ratings and comment.

My main confusion is how much bespoke coding is needed versus using plugins and which plugins are recommended for this type of site.

In terms of wordpress concepts - how do I represent a 'person'? A custom post type?

Any advice or directions anyone could point me in to get me off and running would be much appreciated. Feeling like I'm coming at this with a developer head on and struggling to look at it any other way!
